■ 아시아 인터넷권리 국제회의 참석자들은 11월 11일 11시에 명동성당에서
기자회견을 갖고 아래와 같은 선언문을 발표하였습니다.

민주주의와 자유에 대한 추구는 인터넷에서도 계속되어야 한다
- 2001년 아시아 인터넷권리 국제회의 참석자 선언 -

방글라데시, 캄보디아, 홍콩, 인도, 인도네시아, 일본, 말레이시아, 몽골,
네팔, 필리핀, 스리랑카, 타이, 호주, 영국, 스웨덴, 미국, 한국 등에서 2001년
8일부터 10일까지 개최된 아시아 인터넷권리 국제회의에 참석한 우리는 각국의
인터넷 권리의 현황과 이를 증진하기 위한 과제를 논의하였다. 우리는 아시아
각국이 처해 있는 상황의 차이에도 불구하고 이 회의를 통해 인터넷 권리의
가치와 아시아 민중의 연대 가능성을 확인할 수 있었다.

우리는 발표와 토론을 통해서 세계화가 아시아 민중들의 삶을 피폐하게 만들고
있음을 확인하였다. 아시아 민중들은 서로 협력하여 이 거대한 공격을 극복해
나가야 할 것이고 인터넷은 이를 위한 중요한 도구가 될 것이다.
그러나 인터넷에는 가능성 만큼 극복해야 할 과제가 더 많은 듯 하다. 좀더
많은 아시아 민중들이 보편적인 인터넷의 서비스를 받을 수 있어야 한다.
지적재산권이 아시아 민중들이 스스로, 그리고 세계와 지식을 공유할 수 있는
권리와 저렴한 의약품에 접근할 권리를 제약하는 것은 매우 통탄할 만한
일이다.
국제적인 인터넷 거버넌스의 정책 결정에는 아시아 민중들의 입장이 반영되어야
한다.
또한 사이버스페이스에서의 표현의 자유와 프라이버시권은 보장되어야만 한다.

지난 9월 11일 미국에서 발생한 테러는 전세계에 충격을 주었다. 우리는 테러로
희생된 민간인들에게 애도를 표한다. 그러나 연이은 미국과 그 동맹국들의 보복
공격으로 고통받는 아프가니스탄 민중의 삶이 우리를 더욱 슬프게 한다.
무엇보다 테러 방지의 명목으로 각국 정부가 인터넷의 표현의 자유를 제한하고
감시를 강화하려고 시도하는 것은 무척 우려스러운 일이다. 세계인권선언에서
추구하고 있는 정의롭고 인류애적이고 민주적인 사회의 기초인 시민권을
확보하는데 있어 커뮤니케이션의 권리가 매우 중요하다는 점을 상기해야 한다.

아시아 인터넷권리 국제회의에 참석한 우리는 최근 한국 정부가 시작한
인터넷내용등급제에 대해 반대한다. 정부의 검열은 인터넷의 불쾌한 내용들로
고통받고 있는 여성과 청소년을 보호할 수 없다. 여성과 청소년, 그리고 모든
소수자들의 자기결정권이 존중되어야 한다. 이것이 사회적이고 문화적으로
인터넷과 다른 전자 매체의 바람직한 사용을 지속적으로 보장할 수 있는
길이다. 특히 차단소프트웨어를 이용한 인터넷 접근의 차단은 매우 문제가
있으며 위험한 일이다. 한국 민중의 표현의 자유와 정보에 대한 접근권을
침해할 수 있는 정책은 재고되어야 할 필요가 있다.

우리는 민주주의와 자유의 가치를 믿는다. 이에 대한 추구는 인터넷에서도
계속되어야 한다.

"Democracy and Freedom Are An Integral Part of Cyberspace"
: A Statement from the Participants of the Asia Internet Rights Conference

We from Bangladesh, Cambodia, Hong Kong, India, Indonesia, Japan,
Malaysia, Mongolia, Nepal, the Philippines, Sri Lanka, Thailand,
Australia, Sweden, the U.K., the United States and Korea participanted the
Asia Internet Rights Conference on November 8-10, and discussed the issues
and the challenges of promoting and protecting internet rights in our
respective countries.
We hereby believe the importance of the internet rights for Asia people
and the capacity of Asian people's solidarity, despite the diversity of
experiences shared by each participant.

Through presentations and dialogue, we reaffirmed the sad reality that
globalization is ravaging the lives of Asians. Asian people must cooperate
with each other in order to overcome these poweful, oppressive forces.
Internet can be a very useful chance for this solidarity.
But more daunting tasks lie ahead of us as the potential, and the
problems, of the internet contines to grow at a rapid pace. It is
pertinent that more and more Asian people enjoy the universal service of
internet on their own terms.
It is an unforgivable injustice that intellectual property suppressing
access to information denies Asian people the right to share knowledge
with each other and with others around the world and to access to low-cost
medicines.
When formulating international internet governance, the voices of Asian
people must be heard loud and clear. Freedom of expression and privacy
rights in cyberspace must be guaranteed for all Asians.

We would like to state that the disaster which happened in New York and
Washington, D.C. on September 11th was a shock to the global community. We
wish to express our deep condolences to those who died. At the same time,
we are also sorrowful for the Afghanistan people who are now suffering and
dying from the United States and allies bombing of Afghanistan.
Also it deeply worries us that countries are going to a great extent to
closely monitor and censor information on the internet by the name of
anti-terrorism. We would like to emphasize the importance of
communications in achieving civil rights as the foundation for a just,
humane, and democratic society in the spirit of the Universal Declaration
of Human Rights.

We, the participants of the Asia Internet Rights Conference adamantly
express our objection to the internet content rating system, recently
implemented by the South Korean government. The censorship of government
can never protect women and children who are suffering from offensive
practices of internet. The right self-determination by women, children and
other marginalised sectors must be uphold; it is the sustainable way of
promoting socially and culturally-acceptable use of the internet and other
electronic media. In particular, the restriction of internet access using
blocking software is highly problematic and dangerous.  We must seriously
reconsider regulatory policies that threatens the Korean people's freedom
of expression and access of information.

The participants of this conference strongly believe in the values of
democracy and freedom. They must go hand-in-hand with the internet.
