일본 정부는 '정보사회 세계정상회의 (World Summit on the Information
Society)를 위한 아시아 지역회의'에 북한을 초청해야 한다!

2003년 1월 13일부터 15일까지, 일본 동경에서는 '정보사회 세계정상회의를 위한
아시아 지역회의'가 개최된다. 이 회의에 일본 정부는 북한을 초청국에서
제외했다고 한다. 우리는 북한에 대한 일본 정부의 부당한 행태에 대해 비판하여,
즉시 북한을 초청할 것을 일본정부에 요구한다.

정보사회 세계정상회의는 2003년 말, UN 주최로 개최되는 정보사회에 대해
논의하는 중요한 자리이다. 정보사회는 경제, 정치, 사회, 교육, 미디어, 인권 및
개발 등 전 세계적으로 우리들의 삶에 많은 변화를 줄 것이다. 따라서, 이 회의는
정부, 기업, NGO들을 포함한 모든 이해당사자들이 어떠한 조건 없이 참여할 수
있는 공간이어야 하며, 이는 이미 UN에 의해 선언된 바 있다. UN은 정보사회
세계정상회의를 소개하는 문서에서 "정보사회세계정상회의는 모든 이해 당사자들의
높은 참여 속에서 모일 수 있는 기회를 제공할 뿐만 아니라, 정보통신혁명에 대한
올바른 이해를 도모하고, 그 변화가 국제 공동체들에 미치는 영향에 대한 이해
수준을 높이는 기회를 제공할 것이다. 정보사회세계정상회의는 국가, UN, 기업,
NGOs, 미디어, 그리고 시민사회 등이 함께 참여할 수 있는 것을 목표로 한다"고
밝히고 있다.

따라서, 정보사회 세계정상회의 아시아 지역회의는 아시아의 모든 이해 당사자들의
입장을 정리하는 매우 중요한 자리이며, 일본정부가 북한을 초청국에서 제외할
만한 어떠한 근거도 없다. 일본 정부는 북한이 제외된 이유를 묻는 우리의 질문에
대해 "일본과 북한 사이에 공식적인 외교적 관계가 없기 때문에 북한을 초청할 수
없었다"라고 답변하였다. 하지만, 이는 사실상 일본 정부의 책임 방기이다.
정보사회 세계정상회의는 일본 정부가 아니라, UN이 개최하는 회의이며, 북한은
이미 UN의 회원국이므로 이번 회의에 참여할 수 있는 충분한 자격을 갖추고 있다.
따라서, UN의 위임을 받은 일본 정부는 북한도 초청해야할 책임이 있으며, 충분히
그 통로를 찾을 수 있다고 본다. 일본 정부가 북한과 연락할 수 있는 공식 채널을
가지고 있지 않다는 것에 대해서 우리는 이해하기 힘들다.

한편, 일본의 정보통신운동 단체인 JCA-NET의 한 활동가에 의하면, 일본 정부는
"우리는 일본 외무부의 요청으로 북한을 초청하지 않았다. 외무부는 최근 정치적인
환경 때문에 이번회의에 북한을 초청하기가 힘들다고 밝혔다"고 말했다고 한다.
이는 12월 16일, 이 활동가가 정보사회 세계정상회의 아시아 지역회의 준비
사무국과의 면담에서 확인한 얘기이다. 이와 같은 일본정부의 이중적인 태도 역시
비판받아 마땅하다.

우리는 북한에 대한 일본 정부의 부당한 행태에 대해 비판하여, 즉시 북한을
초청할 것을 일본정부에 다시한번 촉구한다!

[Joint Statement]

We hope Japanese Government to officially invite North Korea to Asian
Regional Conference for WSIS


We have very serious concerns that the Japanese government decided not to
invite North Korea to the Asian Regional Conference for World Summit on the
Information Society (WSIS) and we hope Japanese Government as a host of this
regional meeting should make a sincere effort to invite all Asian countries
including North Korea to this meeting.

World Summit on the Information Society is very important opportunity to
discuss on many issues concerned with Information Society particularly
prompted by the rapid development of information and communication
technologies (ICTs). 
Especially, forthcoming information and communication societies promise
fundamental changes in all aspects of our lives all over the world such as
economic, political and social affairs, education, media, knowledge
dissemination and human rights & development in the future. 

WSIS should be a place where all the stakeholders related to information and
communication societies including governments, private sectors and NGOs
(non-governmental organizations) can participate in without any conditions.
The United Nations (UN) already expressed, "The World Summit on the
Information Society will provide a unique opportunity for all key
stakeholders to assemble at a high-level gathering and to develop a better
understanding of this revolution and its impact on the international
community. It aims to bring together Heads of State, Executive Heads of
United Nations agencies, industry leaders, non-governmental organizations,
media representatives and civil society in a single high-level event." 

Asian Regional conference for WSIS is important place to discuss the Asian
Response for WSIS with all the stakeholders in Asian region. There is no
reason that Japanese government decided not to invite North Korea.

Therefore, we expect that Japanese Government may play a coordinating role
hearing and collecting all Asian voices on this unique topic by inviting all
Asian country people to this Asian regional forum without any discrimination
and without excluding any one country. 

We feel deep regret for the response from Japanese government (Ministry of
Public Management, Home Affairs, Posts and Telecommunications), "There was no
diplomatic relation between two countries (North Korea and Japan). That is
why we (Japanese government) had to give up inviting North Korea." This
account simply seems to be an administrative expediency rather than a serious
efforts' result. And given the unique character of the WSIS as a global
meeting at the level of the United Nations, we believe that one specific
country's diplomatic relation could not be a barrier for some countries to
join in regional forum. We believe that North Korea, as one member of the UN,
deserves to be invited for this UN related event, and Japanese Government as
a host country of this regional forum, should try to make all Asian countries
gathered for making Asian voice by overcoming the present diplomatic
relations if necessary.

We heard very bad news from our NGO colleague in Japan. He sent us the
information related to North Korea issue from the meeting on December 16
about response of Japanese government regarding the reason why they refuse to
invite North Korea; "We do not invite North Korea by requirement from the
Ministry of Foreign Affairs (MFA). MFA said that to invite North Korea is
very difficult under present political circumstances."

We want to confirm again if this is really truth and ask Japanese Government
that this account could be officially used as the real reason of excluding
North Korea for this regional meeting. We believe that your consideration of
domestic political circumstances could not be an appropriate excuse for
excluding North Korea from this regional meeting because WSIS issues have to
do with information and communication society and the goal of Asian regional
meeting is simply to gather Asian countries' view on this. Moreover, this
type of UN related fora is seeking regional and global cooperation overcoming
the present political, economic and social differences.

Therefore, we think that Japan Government's exclusion of North Korea is very
unfair and their attitude to this specific problem is not desirable and
irrelevant as a regional coordinator and host country of this regional event.
We truly hope and urge Japan Government to make a serious effort to invite
north Korea to this meeting even to the last minute.
