대강의 내용을 보면... 대부분의 유럽 국가에서 비용 지불의 목적을 제외하고는 
익명성의 권리를 인정하고 있다고 설명하고 있습니다. 왜냐하면 익명성이 
개인정보보호법에서 요구하고 있는 개인정보의 보호의 매우 중요한 수단으로 
간주되고 있기 때문입니다. 
특히 158쪽의 요약표에서는 벨기에, 프랑스, 독일, 영국에서 익명성이나 가명의
사용을 권장하고 있다고 되어 있습니다. 유럽의회의 Directive 95/46/EC나
Directive 97/99/EC 문서에서도 마찬가지랍니다.

프랑스 

The emerging Internet policy of the CNIL(Commision nationale de
l'informatizue et des liberties) seeks to promote anonymity as a means to
protect the individual's control over personal information. ...The CNIL
appears strongly to support anonymity as a possible solution to data
protection in the network environment.
프랑스 국가정보자유위원회(국가프라이버시위원회)의 인터넷 정책에서는 
익명성을 개인의 자기정보에 대한 통제권을 보호하기 위한 수단으로 권장하고 
있다 ... 프랑스 국가정보자유위원회에서는 익명성을 네트워크 환경에서 정보를 
보호하기 위한 가능한 대안으로서 강력히 지지한다.

독일 

the IuKDG(Information-und Kommunikationsdienste-Gesetz) identifies
the first obligation of the provide of teleservices as making anonymity in
cyberspace possible. Only when anonymity is not possible can personal data
be created. ... BDSG(The federal data protection law)... guarantees
anonymity in cyberspace and places strict limits on the creation of user
profiles, this statute has addressed some of the most critical concerns
regarding sensitive personal information.
정보커뮤니케이션위원회(프라이버시위원회)의 원격서비스에 대한 첫번째 임무는 
사이버스페이스에서 익명성을 보장하는 것이다. 익명성은 오로지 최초로 개인 
데이타가 생성될때에만 침해된다 ... 연방데이타보호법은 사이버스페이스에서 
익명성을 보장하고 있으며 개인정보에 대한 파일 생성 자체를 엄격하게 
제한하고 있고 몇몇 민감한 개인정보(건강이나 신념에 대한 정보 등)를 
다룰때는 특별한 보호를 하도록 했다.

영국

The Data Protection Act ... Anonymity does clearly relate ...
to several of these principles; Perhaps the two most relevant principles
are "fairness" and to collect only personal information that is
"adequate,
relevant and not excessive." The Data Protection Registrar has emphasized
the importance of anonymity in the on-line world. One of the most
important such references to anonymity came in the Data Protection
Registrar's response to "governemnt direct," which is an important
British
initiative for the on-line delivery of government services. 
... "government direct" seeks to utilize information technology to
bring
government closer to the individual, make public services more accessible,
and give citizens and businesses more control over their dealing with the
government. In response to this initiative, the Data Protection Registrar
stressed the importance of anonymity.

영국 정보보호법에서 익명성은 개인정보보호에 대한 7대 기본원칙과 관련이 
있다. 즉, 개인정보를 '공정하고' '명확하고 적절한 경우 지나치지 않게' 
수집하도록 한 원칙이 익명성을 보장하고 있는 것이다. 데이타보호등록관은 
온라인에서의 익명성의 중요성을 강조하고 있다. 특히 익명성에 대한 이런 
언급이 중요성을 띄는 것은 '정부 디렉트' - 온라인 정부서비스 계획 - 에 대한 
데이타보호등록관의 역할에 대해서이다.
'정부 디렉트'는 정부를 국민과 가깝게 다가가고 공공 서비스를 확대하고 
시민과 기업가의 정부에 대한 통제를 보다 쉽게 하기 위해 정보기술의 이용을 
촉진하는 계획이다. 이런 계획을 수행하기 위해 데이타보호등록관은 익명성의 
중요성을 강조하고 있다...
